Rövşan Najaf graduated from the Azerbaijan State University of Economics, Department of International Economic Relations, undergraduate program in 2001 and a graduate program in 2003 with honors. Between 2007 and 2008, he completed his master's degree in Economic Policy Management / International Energy Management and Policy at Columbia University in the USA as part of SOCAR's overseas scholarship program. Rövşan Najaf holds a Ph.D. in economics as well.

As a consultant and chief advisor at the Investments and International Economic Cooperation Department, Investment Policy Department based on the Ministry of Economic Development of the Republic of Azerbaijan between 2003-2007, Najaf served as the Head of the Investment Contracts Department in the SOCAR Investments Department between 2008-2009. Between 2009 and 2010, he served as the Head of the Department of Foreign Economic Relations and Assistant Minister at the Ministry of Economic Development. Between 2010 and 2018, he worked as Assistant General Manager and General Manager at Azerbaijan Investment Company. Rövşan Najaf was appointed as head of the Department of Innovative Development and Electronic State Affairs of the Presidential Administration of the Republic of Azerbaijan by the decree of the President of the Republic of Azerbaijan Ilham Aliyev on May 11, 2018; chairman of the Board of the Financial Monitoring Service of the Republic of Azerbaijan by decree of August 28, 2019; as Deputy Minister of Economy at the Republic of Azerbaijan by decree of February 11, 2020, and First Deputy Minister of Economy of the Republic of Azerbaijan by decree of December 24, 2021. Being appointed as the First Deputy Chairman of the State Oil Company of the Republic of Azerbaijan and Chairman of SOCAR by proxy, by the decree of the President of the Republic of Azerbaijan Ilham Aliyev dated February 10, 2022; he was appointed as the President of the State Oil Company of the Republic of Azerbaijan by the decree of July 21, 2022.

Anar Akhundov was born on June 15, 1975, in Nakhchivan. In 1991-1996, he studied at the Azerbaijan State University of Economics majoring in Economics and Management of Production, from where he graduated with honours.

He worked as an economist at the Elif Commercial Bank in 1994-1996, at the Baku Interbank Currency Exchange in 1996-1997, as a sector head at the joint-stock bank Arkobank in 1997-1998, as a senior specialist, sector head and department head at the State Securities Committee under the President of the Republic of Azerbaijan in 1999-2004, as a Chairman of the Board of Directors of Baku Stock Exchange OJSC in 2004-2006, as an Executive Director of Azerbaijan Investment Company in 2006-2009, and as a Deputy Chairman of the Board of Directors of Bank Standart JSC in 2009-2014. After that, he worked as the first deputy, the head of the Main Construction and Supply Department of the Ministry of Education of the Republic of Azerbaijan from 2014 until March 2022. Since March 2022, he has been an adviser to the Minister of Economy of the Republic of Azerbaijan.

By the Decree of the President of the Republic of Azerbaijan Mr. Ilham Aliyev dated 17th of November 2022, Anar Akhundov was appointed a member of the SOCAR Supervisory Board.

After graduating from the Moscow State Institute of International Relations, Elshad Nassirov joined the Academic Institute of Oriental Studies in Moscow.

In 1987, he started his career in the Soviet Foreign Ministry and served in Kabul and New Delhi embassies. After the restoration of the independence of Azerbaijan, he became a member of the Permanent Mission of Azerbaijan to the UN in 1992.

Serving as the General Manager of Marketing and Operation after joining SOCAR, State Oil Company of Azerbaijan, in 1997, Nassirov was appointed Vice-President of SOCAR for Investments and Marketing in 2005. Since then, he has been responsible for SOCAR's investments beyond Azerbaijan – Georgia, Türkiye, Ukraine, Switzerland, Malta, Romania, and other countries in the oil and gas industry. In this capacity, on behalf of SOCAR, he led negotiations on the Sothern Gas Corridor and other investment projects.

He has also been a Member of the Board since 2020 and the Vice-president of AFFA – Association of Football Federations of Azerbaijan since 2004.

Ziba Mustafayeva was born on December 9, 1979, in Tula, Russian Federation. In 1996, Mustafayeva entered the International Economic Relations department of the Azerbaijan State University of Economics, graduating in 2001 a BA, and then receiving an MA Degree from the same department in 2003. In 1998-1999, she successfully passed the competition of the "FSA" program of the US Embassy and studied General Economics at the University of Alabama in Huntsville, USA.

Mustafayeva started her career at "Azercell Telekom" LLC in 2000. Since January 2000, she worked as a junior representative in the Customer Service department, and since November was promoted to lead the Telemarketing group. Between 2001-2004, Ziba Mustafayeva worked as a group leader of the Telephone Contact Center of the Customer Relations Department. In 2004-2006, Mustafayeva joined the Human Resources Department and worked as a representative of the Branch Management and Internal Communication Department, in 2006-2008, as the head of the Recruitment and Business Units Management Department, and in 2008-2010, as the head of the Organizational Development Department. From July 30, 2010, Mustafayeva became the head of the Human Resources Department, and in December, she was promoted to director of the department, followed by a new position as the director of the Human Capital Management Department from July 1, 2019, to February 14, 2022.

From March 2022, Mustafayeva worked as an adviser to the first vice president of SOCAR, and from July of the same year as an adviser to the president of SOCAR.

By the Decree of the President of the Republic of Azerbaijan Mr. Ilham Aliyev dated July 28, 2023, Ziba Mustafayeva was appointed as the vice president of the State Oil Company of Azerbaijan Republic.

She is married and has two children.

Anar Mammadov was born in Baku in 1971. He completed his medical education at Azerbaijan Medical University. Then he graduated from Baku State University, Department of Law. He completed his MBA in TRIUM Global Executive MBA and his Ph.D. in oil supply, logistics, and trade at the UK College of Petroleum Studies.

Between 1995 and 1998, he managed the Avista company he founded. Between 1998 and 2007, he worked as a regional director at Milio International. He served as CEO at Arxiel Carbonexis between 2007 and 2009, at SOCAR Georgia between 2009 and 2014, and SOCAR Greece between 2014 and 2016. After becoming the General Manager of Petkim in 2016, he was appointed as the Head of SOCAR Türkiye Refinery and Petrochemical Business Unit in November 2019.

Mammadov, awarded the Taraggi (Progress) Medal by the Presidency of Azerbaijan in 2018, has more than 15 years of experience in the oil and energy sector. He also speaks fluent English, Russian, and Greek.

Zaur Gurbanov was born in 1982 in Mingachevir. He served in Azerbaijani Armed Forces and participated in peacekeeping operations from 2000-2005. He graduated from Odlar Yurdu University with a bachelor's degree in Business Organization and Management in 2010 master's degree in Finance from the Azerbaijan University of Economics in 2012.

He had labor activities in various local and foreign companies from 2005-2010. He held different positions at 'Ernst & Young' an international audit and consulting firm, as advance higher-level staff, senior consultant, manager, senior manager, and director from 2010-2020. He has attended several pieces of training over these years. Since 2020, he has served as Deputy Chief Executive Officer of Azerbaijan Investment Holding.

On August 11, 2021, he was appointed Vice President of SOCAR by the President of the Republic of Azerbaijan decree. He serves as the Supervisory Board Member in 'Azerbaijan Caspian Sea Shipping' CJSC, 'Azerbaijan Airlines' CJSC, and 'Baku Metropolitan' CJSC based on the decree of the President of the Republic of Azerbaijan.

Kanan Najafov was born in 1975. He graduated from Baku State University with a bachelor's degree in International Law and International Relations in 1997, International Business Law at the American University Washington College of Law in 1999, and Business Administration at the Wharton School of the University of Pennsylvania in 2003.

He began his career in 1996 as an operations specialist at the World Bank Office in Azerbaijan, and in 1999 worked in the Washington and Baku offices of the Baker Botts global law firm. He worked in BP PLC's London and Aberdeen offices for commercial analysis and business development in 2003-2008, as an investment analyst at EXANE BNP PARIBAS and CITIGROUP, as well as vice president at CITIGROUP in 2008-2012, Chief Strategy Administrator and Deputy Chief Executive Officer of NOBEL OIL in 2012-2015. For the next five years, he was engaged in private business, and since 2020 he has served as Chairman of the Board of the Business Development Fund of the Ministry of Economy.

On August 11, 2021, he was appointed Vice President of SOCAR based on the decree of the President of the Republic of Azerbaijan.
