The first crude oil delivery of 80,000 tons arrived at STAR Refinery constructed by SOCAR Turkey with an investment value of 6.3 billion USD. With its commissioning process ongoing, the refinery will conduct trial production processes until October, marking the planned date of inauguration. Zaur Gahramanov, CEO of SOCAR Turkey, said that supply of the first oil of STAR Refinery by Azerbaijan is of high significance for them.
Standing out as the biggest investment made at a single point by the private sector across Turkey with an investment value of 6.3 billion USD, and being one of the subsidiaries of SOCAR Turkey, STAR Refinery is gearing up to initiate its first trial production processes as of August. The first crude oil supply of 80,000 tons, required for the trial production processes which constitute one of the most important milestones before commissioning of STAR Refinery, was transported by means of the 244-m long Absheron vessel. The first raw material of the Refinery has been the Azeri light oil supplied from Azerbaijan, the homeland of SOCAR.
Delivering a speech during the ceremony held for arrival of the first crude oil, and stating that the commissioning activities are maintained smoothly at the refinery with its planned date of commissioning in the fourth quarter of this year, Zaur Gahramanov, CEO of SOCAR Turkey, said: "Supply of the first oil of STAR Refinery from Azerbaijan, the homeland of SOCAR, is highly substantial for us. While we, as SOCAR Turkey, cover ground every passing year to become the biggest industrial group across Turkey, we will make the national economy and industry more powerful with our strategic investments. We will keep accomplishing our new investments which increase domestic production, reduce dependence on foreign sources and current deficit, and create new employment areas, in the future, as well." Underlining that expansion of the investments on the international markets constitutes an important place among the strategic growth trends of SOCAR, Mr. Gahramanov continued his words: "While SOCAR takes firm steps on the global energy market, it also maintains its business operations in many countries, including Turkey which has a special meaning for Azerbaijan. We, as SOCAR Turkey, will keep providing a contribution to the national economy and stability of Turkey with the investments realized by Azerbaijan. Accordingly; the cooperative projects, we realize jointly with the state of the Republic of Turkey, are highly meaningful and substantial for us. I would like to take this opportunity to extend my sincere thanks to the Turkish and Azerbaijani governments."
A CONTRIBUTION OF 1.5 BILLION USD PROVIDED TO REDUCE THE CURRENT DEFICIT
Indicating that they are now at the final stage before initiation of the trial production processes upon supply of the first oil flow at STAR Refinery which is one of the biggest oil operations across the region covering Europe, Middle East and Africa, Mesut Ilter, General Manager of STAR Refinery, underlined that supply of the first oil from Azerbaijan is a reflection of the cooperation between the two fellow countries, and said: "Upon completion of the preparatory and trial works for commissioning at our units, now we are in the stage of performance of the first trial production process. We aim to complete all these works, and commission the STAR Refinery in October, as we have planned, and to provide a contribution to the national economy of Turkey." Mesut Ilter continued his words: “Holding the first Strategic Investment Incentive Certificate of Turkey, STAR Refinery will provide a contribution of 1.5 billion USD on annual basis to reduce the current deficit of Turkey. We have just initiated the production operations, to add a great value to the national economy of Turkey, upon the first crude oil flow. It is a great source of pride for us. Being capable of producing 4.8 million tons of diesel and 1.6 million tons of naphtha, as well as the petroleum products constituting the substantial items of the current deficit of our company such as jet fuel and LPG, STAR Refinery will enhance the competitive power of Turkey across the global energy market."
EMPLOYMENT OPPORTUNITY FOR 1,100 PEOPLE
STAR Refinery will not only achieve the integration of the refinery-petro-chemistry fields which is among the highly substantial aims of SOCAR Turkey, but also meet the raw material needs of Petkim, the first petro-chemical facility of Turkey, almost entirely, providing a great contribution to creation of new employment areas. Reaching a total headcount of 19,500 throughout the construction phase of the project, the refinery will create employment opportunity for 1,100 people once the production operations are initiated.
